Burundi is currently emerging from a ten-year civil war and is in a delicate phase of transition towards democratic governance. As a result of the conflict women have taken on more responsibilities as the primary providers for the family but are also bearing the burden of increased poverty and violence. Although gender roles become more fluid during conflict certain cultural restrictions have remained strong and Burundian women still have little voice in household or community decision making and remain uninformed of their rights.
The objective of the proposed project is to improve the competences and capacity of women to exercise their rights and overcome the political and cultural barriers that impede their empowerment. There are four expected results including: the reinforcement of women’s psycho-social well-being; an increased ability to overcome the cultural barriers that undervalue women’s socio-economic contribution; the creation of a favorable institutional and legal environment for the protection of women’s rights; the documentation and dissemination of lessons learned in relation to women’s rights attainment by CARE in collaboration with partners and communities.
The program will be implemented in partnership with two local organizations, Dushirehamwe and Synergie Burundaise, targeting female heads of households and other vulnerable women. Key activities include the establishment of credit and savings solidarity groups, creating networks of these groups and linking them to other civil society actors, and women’s rights education initiatives for both group members and local-level decision makers. There are also activities targeting barriers at the policy level by raising awareness of women’s rights among associations and government leaders and supporting the implementation of the national Gender Policy and UN resolution 1325.
The programme will begin in July 2007 as the Kazoza Keza I project comes to a close, with full implementation by January 2008 as the Trauma ADA funded project ends.
