The overall objective of the COSMO project is: To contribute to the realisation of child rights, following the priorities of Rwanda's 'National Plan of Action for Orphans and Other Vulnerable Children'. (MDGs no. 1, 2, 6)
The National Plan of Action for Orphans and Other Vulnerable Children (OVC) is based on Rwanda's National Policy for OVC. The plan of action defines the following seven strategic objectives:
- ensure that children enjoy their rights by protecting them from all forms of abuse and exploitation;
- ensure access for OVCs to health services necessary for survival and development;
- ensure access to free primary education as well as to continued education beyond basic primary education (including secondary and technical/vocational training);
- ensure the provision of psychosocial support to children in difficult circumstances;
- identify and strengthen the capacity of children, families, communities and social service providers to care for and protect vulnerable children;
- reinforce the socio-economic situation of orphans, vulnerable children and their families through support of income generating activities, access to credit and improved agricultural production;
- enhance the co-ordination of all programs and interventions concerning orphans and other vulnerable children to ensure systematic monitoring and evaluation and strengthen institutional and policy
The National Plan of Action was formulated in a process of broad consultation, under the leadership of the Rwandan Government and with support from UNICEF, UNAIDS, and WFP in 2004/2005. It is based on universal child rights principles and has direct linkages to the Millennium Development Goals.
The COSMO project will aim to make contributions to the Millennium Development Goals of poverty reduction (MDG 1), universal primary education (MDG 2) and the combat of HIV/AIDS, malaria and other diseases (MDG 6).
The specific objective of the COSMO project is: The Nkundabana (Nkundabana = volunteer child mentor) model for community based assistance to OVCY (OVCY = orphans and other vulnerable children/youth) is expanded to reach a larger target group and to operate as officially registered association on national level.
The Nkundabana model is a model of community-based care, support and assistance to OVCY. The defining feature of the model is the creation of a network of volunteer child mentors, i.e. adult members from within the communities who commit to assist the OVCY through home visits and parental guidance.
The Nkundabana model has been introduced very successfully in some parts of Rwanda, with substantial financial support from the European Commission. With the COSMO project, the Nkundabana model will be expanded geographically, to reach a larger target group, and technically, so that it can operate as association with full official registration on national level.
The geographical expansion of the Nkundabana model will focus on Musanze district of the Northern Provice, which is currently not covered by substantial support for OVCY. The technical expansion of the Nkundabana model will focus on (a) further development of technical skills of the volunteers and (b) the strengthening of organisational and institutional skills and competencies necessary to make the Nkundabana association operational as civil society partner on national level.
