Problem analysis Since the earthquake struck the district of Padang Pariaman on the 30th of September it has been estimated that nearly 1000 people have lost their lives and approximately 135,488 homes have been severely damaged.
Many earthquake-affected households have already begun salvaging materials from their damaged houses and constructing temporary shelters with these salvaged materials and/or other materials they may have had on hand prior to the earthquake.
The Government of Indonesia (GoI) has stipulated that all households affected by the earthquake will receive compensation to assist the rebuilding of their homes next year. In the interim, the GoI has requested NGO’s to support affected communities through the provision of ‘soft resources’.
Brief project description To complement the GoI’s decision and ensure victims of the earthquake are informed and prepared for the building of their new comes, CARE International Indonesia proposes to implement a shelter project comprising of 3 key components: - Build capacity of local communities through the provision of training packages (DRR, Safer Building, Models Safe House Construction)
- Provide support for the physical building of safer houses
- Development of a sustainable knowledge management system
In accordance with the IASC Guidelines for Mental Health and Psychosocial Support in Emergency Settings, psychosocial considerations will be mainstreamed. In line with CARE International Gender and CARE International Gender in Emergencies Guidelines, gender aspects will be considered during all phases of the project.
Given the need to build back safer in areas susceptible to natural disasters, all households affected by the earthquake in the 2 target areas of Sungai Garinggin and Batang Gasan will be targeted as beneficiaries of this project.
Target group/beneficiaries This project will benefit 19,000 households in 57 dunsuns (communities) in two sub-districts - Batang Gasan and Sungai Garingging - (approx. 9,500 HH per sub-districts) including 285 carpenters/masons who will obtain the necessary skills to build back ‘safer’.
