The project consists of four phases:
- Inter-institutional coordination and cooperation with local governments: Since there are many approaches initiated by different actors (civil society, NGOs, local and central government ), it is important to coordinate all these different activities. If uncoordinated, problems of young people seeking our help in health-matters might not get solved. This project aims at founding so called "Health-Commissions" in order to improve the situation by exercising/training (cooperation on a plan of action).
- Sexual and reproductive health: In this phase informational and educational initiatives are planned. The basis for this will be provided by a collection of data about the target group. This collection will indicate the high-risk group and the shape of the group specific messages. Information should be conveyed in rather unconventional methods such as plays (or on the radio, festivals etc.) in order to gain their attention. In the first year these activities will be accomplished by CARE employees but in the course of the project local NGOs will be encouraged to work in these health facilities.
- Development of organization: CARE tries to establish cooperations with local NGOs and to help strengthen their resources at the same time. The project will provide the local NGOs with advice and job training in the field of management, and evaluation with an emphasis on reproductive health, and AIDS prevention.
- Empowerment: Despite being mentioned as the last point, it actually is the most important one, because it accounts for the sustainability we want to achieve. Knowledge about the t should be positioned in all part of society, but especially in the target groups. After the project is finished, it still should be carried out further by young people and their parents.
The project enables the founding of youth clubs and the education of young promoters (counselors in matters of reproductive health and a positive attitude towards life). The promoters themselves are encouraged to initiate smaller youth clubs within their circle of friends, where they could communicate their knowledge and organize collective activities such as social learning. It is also planned to assist other bodies of civil societies like the founding of parents´ association and the development of "development- committees" (CDC). For initiatives by young people additional funds are planned.
